Unleashing Human Rights Forum in Budapest, Hungary (Funded)

An exciting opportunity for 250 young multipliers, activists, and advocates for human rights education from all over the world to participate in "UNLEASHING HUMAN RIGHTS" -  A forum to further universal human rights education for, with, and by young people. The forum will take place at the European Youth Centre Budapest in Hungary from 9-11 November 2025. This forum is organised by the Council of Europe Youth Department, together with its Education Department, and the United Nations Office of the High Commissioner for Human Rights, with their non-governmental partners, including the European Youth Forum and Amnesty International.

About the "Unleashing Human Rights" Forum

The forum will bring together human rights educators from around the world to connect, share experiences, and strengthen their work in human rights education for the years to come. It will encourage open dialogue and collaboration between international, national, and local partners — including professionals and volunteers, from both formal and non-formal education, as well as government bodies and NGOs.

The event is co-organised by the Council of Europe (Youth Department, Education Department, and the North-South Centre) together with the UN Office of the High Commissioner for Human Rights (OHCHR), and in partnership with the European Youth Forum and Amnesty International. It is also supported by organisations such as the European Wergeland Centre, the Global Campus on Human Rights, the Kandersteg International Scout Centre, and Soka Gakkai International. The Forum is guided by a Steering Group with representatives from the Advisory Council on Youth, the European Steering Committee for Youth, and experts from a wide range of youth and human rights organisations.


Forum Objectives

- Reflect critically on the progress, practices, and challenges of human rights education today, and assess how well it addresses the urgent human rights concerns facing young people and responds to the current global crises.

- Explore new ideas, resources, and policies that can strengthen human rights education, with a focus on integrating it more effectively into the youth and education sectors and creating a supportive environment for its growth.

- Inspire and encourage young people active in human rights education and advocacy to continue their efforts, while offering them opportunities to find partners, allies, and support for their initiatives.

- Share good practices, innovative approaches, and key partnerships to help implement the fifth phase (2025–2029) of the UN World Programme for Human Rights Education, with a focus on children and youth, digital technologies, gender equality, and climate change.

- Draw lessons from 25 years of the Council of Europe’s Human Rights Education Youth Programme and shape its future development in light of changes in the youth and education fields.

- Strengthen ties between the Council of Europe’s youth and education programmes and the UN World Programme for Human Rights Education, ensuring better alignment and collaboration.

- Build stronger international cooperation, solidarity, and partnerships among all those working in human rights education, reinforcing resilience and unity within this global community of practice.


Eligibility | Who can apply?

- The Forum will bring together approximately 250 participants, of which 50 are from world regions beyond Europe. The participants should correspond to the following profiles:

  • Young multipliers, activists and advocates for human rights education.
  • Education professionals from both the formal and non-formal sectors.
  • Representatives of governmental and public institutions responsible for Education and for Youth policies.
  • Young people and youth leaders of initiatives and projects of civil society organisations for citizenship and human rights education, including projects supported by the European Youth Foundation.
  • Partners of the Human Rights Education Youth Programme, such as organisers of Compass training courses, publishers of Compass and Compasito in national languages.
  • Representatives of international and regional organisations active in human rights education.
  • Human rights activists and representatives of national human rights institutions are active in promoting the right to human rights education.
- Applicants must have a very good command of English or French.

Expenses and Benefits


- Travel expenses and visa costs for the forum will be reimbursed by the organising institutions.


-  Accommodation will be covered for all participants by the Council of Europe, either at the European Youth Centre Budapest or in a nearby hotel.


This Forum will be held at the European Youth Centre Budapest and in venues close by.


- The youth centre is accessible to young people with disabilities and is ready to adapt to young people's special needs to ensure full inclusion and quality working conditions.
